The title pretty much say it, since it seem to pop every now and then, what would be the best form possible for an adaptation of that serie? or some of the change that would be likely.
A possible issue I think is chronological placement mostly its a problem of comic book reader vs neophyte because is in a setting that's a bit a far from what people who don't read comic wouldn't get at first which would be a turn off (Gordon ain't the commissioner? a massive earthquake cut gotham from the rest of the year, Why does Two-Face have a psychotic demented crush on Montoya) While not placing it in a "Year one" I would place it in a segment of time where super-vilains are known but aren't the driving force (a dark Victory esque thing might be a good story arc)
plus there the whole making the whole superhero angle fit in a serie where the main characters aren't superheroes

Im sure the WB talked about making this into a tv series a few years back but the idea got shelved for one reason or another - i think it might have been because Birds of Prey was a flop. They should have been talking about making Gotham Central into a tv show rather than wasting time with that Grayson nonsense.
Personally I wouldn't worry too much about trying to translate the comic issue for issue because of the reasons you mentioned but just thematically use the comics for the tv show. A successful show would also surely relaunch the comic and increase the readership issue that caused it to be cancelled in the first place. However I don't think DC want to risk doing anything on tv with Batman at the moment in case it hurts the movies.

Well speaking of the movie would they try to tie it to the Nolanvers or more to an univers of it own more closer to the comic book? Does the Joker have Scar or does he have a grin

i think that they should just do it as a straight up cop show set in Gotham and not really think of it as a Batman show. Personally, i would prefer if they didn't show the major villans because there is no way a "TV Joker" will be as convincing as a "movie Joker". I think it would be best if it was a Sheild/Law and Order type show set in Gotham were all the major villans are just mentioned here and there and not shown as prominent characters. Hell, they wouldn't even have to ever show Batman...

That's genius. Batman would be a much more effective television character by not making an actual appearance (in Gotham Central). You could really play with the urban myth mystique.

Well batman not shown is good but the vilain should be (and maybe other figure and for some reason I keep picturing only showing Bruce Wayne through his public playboy persona) there because you got to have a connection to the univers and that's pretty much the starting line of the serie" Normal cop fight supervilains" thought they might actually look a bit less efficient than most tv cop show because the vilains wouldn't be reserve to one episode, but they should fight mob figure as well as supervilains.
