Holy cow, this is the first I've heard about the Jack Ruby story that Kirby drew.

The Jack Ruby 3 pager was a treat. However, I really, really loved that black and white 2 pager by Kirby “O.K., You Passed The 2-S Test -- Now You’re Smart Enough For Comic Books”

I had heard about the Jack Ruby story circa 1967-68 in a Castle of Frankenstein magazine article relating to comics and have been curious about, never before had a chance to see it until now. Thanks Scott! A wonderful article full of tidbits of information. I also now know the source of several decals that were incorporated into the Marvelmania International kits from 1969-70.

As for the inker, I'm looking in the direction of Chic Stone.

My bad, Scott! credits Stone as the inker in his description of the art.
