I read somewhere that Charles Xavier was repowered I guess you could say by the M'krann Crystal and that he is stronger than before - but even though he is stronger than before no one knows how powerful a re engerized Charles Xavier is now, is that true?

Correctamundo. And when this Q & A arrives there, it will say that he was repowered in "Rise and Fall of the Shi'ar Empire" arc, Uncanny X-Men #491, if I'm not mistaken.
We've seen him in some telepathic battles since, but gauging him is a bit tough, since not long after he got them back, he got shot in the head in X-Men (vol. 2) #207 by Bishop, and Exodus and the Acolytes did their best to repair the physical damage to his brain in X-Men: Legacy #208.
So, short of one of those Marvel ratings systems on a scale of 1 to 7, or 1 to 100 or whatever to compare the old Chuck to the new Chuck, lord only knows if its relative.

Note: For being referred to as the world's most powerful telepath, Marvel has placed his rating on a scale of 1-7 at a 6. Maybe the M'Kraan didn't boost him that much.
Since his head-explodey, Charles bested both Exodus and Mr. Sinister in telepathic combat, but got psionically "ambushed" by Emma Frost, a trained psi in her own right, and got his butt handed to him.
Really, past this point, the question delves into power feats, and semantics for a completely objective rating system. Whether he's stronger or weaker than before seems to be up to whatever writer has his hands on him.

True but what he gained in power he now lost in experience. After being shot in the head by Bishop over the future baby, Exodus reconstructed Xavier's brain. Xavier lost half his memories in the process so is a bit less careful, more manipulative than he was before. I suspect before long he's gonna start acting more and more like Farouk and less and less like the Charles we've all read about up until Vulcan and Danger.

Where are you getting "more manipulative" from? He seems to be kicking himself in the ass and feeling guilty about all the times he used to do manipulative stuff, like making Beast's hometown of Dunfee forget he existed, making Scott forget Vulcan existed, etc.
The entire X-Men Legacy story thus far is Charles soul searching and trying to become a better man, overcoming all sorts of secrets in his dark sordid past, and trying to move on and be a better one. There's no sign of him acting like Farouk, the Shadow King that I've seen.

I've always thought that he could confront just about anyone except for the pheonix and win
