I'm pretty sure it's a Van Sciver drawing, which would place it in New X-Men.

He drew #117, 118, and 123 (there might be more...).

Maybe someone can prove or disprove.

its definitely not van sciver. looks like it could be billy tan, could be marc silvestri... maybe is it from here comes tomorrow arc at the end of morrison's new x-men?
