It's tough, but I'm inclined to go with Superman 2.

I'd have to say it's going to be close between Dark Knight, Spider Man and X-Men.

Those three in particular really knocked it out of the park as far as getting the tone and the characterization right, the feel of the comics right.

Scenes in particular, Joker debut robbing the bank, Green Goblin getting bombarded by debris from the New Yorkers on the bridge, Wolverine displaying his claws for the first time in the bar.

Moments like these tell us that the writers, producers, director, etc. truly understand comics and are able to translate onto film what was once bound by panels.

These three were able to please the 5% of the audience that were fans of the comics and the remaining 95% who aren't fans and who still act surprised when they learn "Spiderman got married? Huh."

My favorites are American Splendor and Ghost World, but I think A History of Violence is a better movie. I also have an irrational affection for My Name is Modesty, despite it being a pretty mediocre movie.

Definitely American Splendor. It's funny, sad, and yet truer to the original spirit of the comics than pretty much any other comic movie I've ever seen.

My favorite by far and what is to me my ideal comic-book movie is Danger: Diabolik. That's what happens when you give a blanc check to somebody with talent and imagination.

Second place would be the Akira Anime(completly blew my mind)

Third, the best all-time super-hero movie: Superman(1978)

Here's my response from December 2006.
Since then, the only one I'd consider adding is 'Iron Man'.

#5 X-Men 2 - Great character development, nice, subtle moments with each character. Villains who were simultaneously genuinely threatening and competent. It was, however, a little busy, and some characters did end up standing around doing nothing, which is why it wasn't as good as...

#4 Hellboy - So very true to the spirit of Mignola's work. The baroque and intricate locations, the over-the-top character designs, while having very very real and down-to-earth characterizations to stop it flying off into self-indulgence. However, that said, in being so true to Mignola's strengths, they also managed to port across his weaknesses. Mignola has a fondness for the big build-up and the abrupt end and he can tend to get very self-indulgent, cramming ideas in here, there and everywhere that don't really get the chance to breathe.

#3 Teenage Mutant Ninja Turtles - This one benefits from being less ambitious than Hellboy while walking a very fine line. With the popularity of the cartoon, it would've been very easy to produce a very 'saturday morning' film... cheap brain candy with no impact... however, it adapted the story perfectly, combining the realistic setting with the cartoony characters in such a way that they didn't clash.
The decision to make this almost as though they were making a straight kung-fu film was inspired, providing just enough gravitas to prevent it from being a hollow concept with nothing more to it.
This may even deserve to rate higher, however, (1) I haven't seen it recently and (2) as previously said, it wasn't as ambitious or difficult a task (Not that it stopped George Lucas from completely fowling up the same premise in Howard the Duck. Ho Ho.).

#2 Spider-Man - I love the fact that this film was about Peter Parker. I love that it focussed on characters and their stories, fitting the spandex stuff in around it. You ended up with some very sympathetic characters who you connected with, making the superhero stuff not only visually spectacular but compelling from the POV of telling a good story about people.
I loved how, as in 'Ex Machina', the dramas of the hero's noncostumed identity can be and often are more impactful than his superhero hassles. Perfect ending which highlights Peter's conflict between his hardluck nature and sense of responsibility. Very emotionally satisfying.

#1 The Rocketeer - Like Spidey, this one pretty much treats the superhero as the McGuffin in what is really a story about a relationship. Bill Campbell was a likeable character, portraying a Cliff Secord who was almost spot-on with Dave Stevens' version. The fact that he is played so straight and down to earth (ironically enough) helps make the over the top events of the film so much more impactful.
Like the comic, the film is rich with period details - the things that let the observant viewer know the film-makers really took pains on it. From the dialogue to the architecture, the pop culture and other references to some great 'bits' from an awesome supporting cast.
But yeah, this one has all the good things. A baddie who looks like Rondo Hatton, autogyros, Nazi spies, Jennifer Connolly as (a tragically PG) Bettie Page, rocketpacks, gangsters, a zeppelin. It's like they scooped out my brain and smeared it onto a screen... in a good way.
