How strong are the average shinigami,the ones that aren't seated shinigami.Like the 11th divison shinigami for example.How strong would one be,super human,normal human?

Well, gee. It depends on what you class as human. After all, Bleach humans include people like Sado, who could use telephone poles as melee weapons.

But provided we're talking about Shinigami who don't totally suck, like, say Hanataro...

...My guess is that they'd be in the same general area as Ichigo was at the start of the story, back when he was still fighting random Hollows in Karakura with Rukia's borrowed powers and Zangetsu was just a giant katana.

Possibly slightly better, going by Grand Fisher's smack talk and Renji considering him a total n00b before Ichigo gained a level and started to pwn him.

Hmm,yes but inoue was able to beat some of those shinigami IIRC.And remember that the hollow which had 5,000 bounty defeated 2 shinigami and ichigo still beat it.
