D&D Artifact Questions

Can anybody help me with some questions concerning two artifacts in the 3.5e DM's Guide, namely, the Shadowstaff (http://www.dandwiki.com/wiki/SRD:The_Shadowstaff), and the Staff of the Magi (http://www.dandwiki.com/wiki/SRD:Staff_of_the_Magi).

1) Are there any restrictions on who can use these items? For example, can only Wizards use them?

2) If an ordinary "no-class" guy were tossed into a D&D world, supposing he knew the command words and had basic knowledge of what the artifacts could do, could he use them?

When I was playing Neverwinter Nights, which was based on 3.5 rules, items like that were limited to the arcane spellcasting classes (Wizard and Sorcerer).

2) If an ordinary "no-class" guy were tossed into a D&D world, supposing he knew the command words and had basic knowledge of what the artifacts could do, could he use them?
If he had that knowledge, he probably wouldn't qualify as classless, but as a Wizard or Sorcerer of the appropriate level.
