I like the spread of character types I get from this, also I feel that the Scarecrow needs serious revamping. For the embodiment of fear he's not that frightening. And Croc is always under-written, they just don't present him seriously. For 6 I would do a new (vigilante) Killer Moth, who's more like Batman.

I wouldn't have any interest writing the big guns. Instead, I'd be focused more on bringing some famous (and not-so-famous) Batman villains into continuity for the very first time.
1. Egghead (I'd make him a bit darker than he was in the '66 show, crafting him as an homage to Vincent Price himself)
2. King Tut (come on... a serious version of Tut would be wonderful)
3. Max Shreck (as the second wealthiest man in Gotham and the anti-Bruce Wayne)
4. Tempus Fugit (since there are already several Clock Kings running around the DCU, I'd just stick with the character's real name but keep his personality from the Animated Series intact)
5. Bob the Goon (I'm not sure why... I always thought his dynamic with the Joker in Batman '89 was hilarious).

*My list is based on who has done him the most amount of damage. For the most part the damage is limited to his body but Jason really messed up his mind. My information is four years old so I'm sure the list is out of date.

That depends on what stories I'd be allowed to write, but generally speaking I'd pick...
1. Hush
2. Ra's Al Ghul
3. Catwoman
4. Lex Luthor (technically a Superman villain, I know, but still...)
5. The Third Man (Gosh, I hope he survives R.I.P. and doesn't slip into obscurity. That character could have great potential down the line)

Hmmm ...
As for big guns? The Joker. Because who wouldn't? I think everyone with an imagination and a love of psychology or poetic irony has ideas for how to depict him. They say an origin takes away from the mystique of a character like Joker ... I disagree. I just think nobody has ever given him an origin that's fitting, for his character, and for fans. Plus I'd love to actually give him some memorable henchmen who manage to avoid his wrath while other henchmen continuously get killed or arrested.
Otherwise?
Deadshot. The TRUE anti-Batman. In a criminal world as convoluted as Batman's, you'd think mobsters would often be hiring MEMORABLE assassins who hold a different kind of mirror to Batman.
Maxie Zeus. In a Batman/Wonder Woman teamup, I think Maxie Zeus would make for hilarious ideas ... all while actually making him and his god complex psychosis really, really freaking threatening.
Firefly. Because I think I'm pretty qualified to write about a serial arsonist.
And I suppose I'd love the chance to rescue some really freaking lame Silver Age characters from obscurity ...
The Eraser. A flying pencil man? BAD. The idea of a fourth-wall breaking "cleaner" for hire? Could be awesome.

Use the great set-up they gave him the other-wise forgettable Face The Face.
He's still smart and crazy, and now he can fight! Trained by Bats and was a vigilante for a year. He's way more bad-ass than he ever was, and just as crazy to boot.

How does Batman take out the ganglord of Gotham when he's locked an Arkham already.

a never was villain, who's good with a gun and a complete loser.
Have him try to reform as some sort of freelance Tracis Mcgee, and have him keep screwing up.
Bonus, people keep telling him Deadshot is cooler, and Deathstroke more bad ass.
I dont think anyone would buy it, but it'd keep me amused.
