So, I found these Character Creation sites. They are all flash-based, so depending on how good your system is, it may take a bit longer for them to load than others.
Character Creator VI (http://www.gamesforwork.com/games/play-10785-Character_Creator_VI-Flash_Game): Not a bad one to start out with, especially if the character you want to make has an unhealthy proclivity towards leather.
Hero Machine 2.5 (http://www.ugo.com/channels/comics/heromachine2/heroMachine2.asp): A little off-putting because of the unchangeable dramatic pose, but a decent one all the same. A lot of variety with facial features and accoutrements.
Fabrica de Herois (http://fabricadeherois.blogspot.com/): The best of the bunch, with the most variety (not mention the best art, ala Bruce Timm-esque). I've already made a few characters for various RPGs with it, such as:
