I have decided to start picking up Batman after the RIP story arc concludes. Would the next story written by Denny O Neil be a good place? I really don't want to have to go buy all of Morrison's run in TPB.

Hard to tell w/o having read it (since it's not out yet).
Depends on whether it recaps. Depends on whether it is heavy on continuity. Depends on how much Batman you've read and how much you know about Batman continuity.

I consider myself pretty versed on batman lore. Plus i know the jist of whats going on in RIP. i just don't have the cash to buy the TPBs of Black Glove and Son of Batman.

Ok. Then I do think it would be a good jumping on point. It's the next discrete storyline in this RIP/Final Crisis happening to Batman and Gotham.
But, Morrison will be back, and who knows what will be needed to understand his stories when he returns.

Actually, I'm wondering if the prior 2-part arc by Morrison (Batman 682-683) might not be a better place to jump on.

I don;t see the pooint of saying you're going to jump on after RIP when we still don't know if what the quality will be like then. You have no idea what you're going to be buying. On the other hand you can rest assured that Batman & Son and Black Glove are purchases you won't rgret, if you''re a batman fan. And RIP looks like it's going to become a major event in bat lore, so you should do yourself right and read the whole thing properly. I think of Morrisons whole run so far as being "RIP".
Furthermore if Morrison does indeed stay on Batman for a long while after RIP the stories are still gonna be occuring within its wake. It's worth saving up for these lead-in collections.
otherwise no one can answer if the O'Neil issues will be a good jumping on point until we've read them
