He probably shouldn't be able to, but he sometimes does.

Thing is, magnetism is only one part of what Our Lord Magneto manipulates. He manipulates electromagnetic fields, which are present in damn near everything.

He could manipulate everything for a very, very long time.

He's actually manipulated plastic before as well. Ever since X-Men #1 IRRC. Dimagnetism and Paramagnetism for the win. Then there's the Unified Field theory which makes his power set even deadlier.
Magneto can manipulate pretty much anything he dam well pleases.
His ability to manipulate gravity for example means he can move just about anything to some degree.
Mags has a lot of leeway as far as what feats writers can have him pull off.

Controlling electromagnetism basically makes manipulating anything possible.

This is one of the reasons why I really dislike the notion of having some machine effectively replicating Magneto and Lorna's powers. Because, their natural powers with their x-gene basically gives them Phoenix level potental abilities. The idea that characters that regularly appear like Apocalypse or the High Evolutionary could replicate that is problematic to say the least.

Basically, controlling electromagnetism would give someone limitless potental, so the power level the writers pick for Lorna and Magneto at any given time is usually dependent on who the writers have them fighting.
Few characters have such great variability in abilities and power. Magneto can somehow get badly cut up in one comic by Wolverine and in another beat the Phoenix.
