Im not very familliar with GL's enemies.
I started re-reading the new series over again before blackest night begins and during rebirth there was the guy with the giant head in jail that didnt talk and I guess had some mind control power.
Who is he? And whats his back story that put him in jail? I only saw him twice and not sure if he even did anything.

I'm not too familiar with the character myself, so someone correct me if I'm wrong.
Hector Hammond is a consultant who worked with Carol Ferris (and considered her his girlfriend) who was infected by a meteor rock that fell when Abin Sur (the GL who gave Hal the ring) crashed on Earth. The rock gave him super intelligence, telepathy, and telekinetic powers. His brain however continued to grow to it's massive proportions, and he is considered the "next step of evolution" I believe. He had become mute until some gremlins experimented on him and gave him the ability to speak again.
I'm not sure on how he was incarcerated (since I believe he had been there for quite some time), but i believe he had broken out during the Villains United special

Totally off-topic, but why is it that in comics, evolution is always like a ladder, as if there's a single, pre-set direction to it? If that were the case, all life on the planet would be the same species. (Not that it's worse than the treatment any other field of science gets. Radioactive spiders, lighting and chemicals, etc.)

There've been 3 or 4 different origins for Gorilla City, and most of them start at least a century ago. Which one is current, I couldn't guess.
