Does the latest incarnation of El Diablo have any relation to the last version - the Hispanic politician in Texas. And what ever happened to that guy? I seem to recall him appearing in the Justice League (changing the character in a way that I did not care for), but has he appeared since them?

It can't be that no one here in CBR-land doesn't know the answer to this. Maybe nobody cares. Oh well. It would be nice to know.

I read issue #1 of the current El Diablo series and I'm also a bit of an expert on the Rafael Sandoval El Diablo series.
Does the new one have any connection to Rafael Sandoval? No, I don't believe so. Its possible there may have been minute details linking them, but I certainly didn't catch any of them.
Has Rafael Sandoval appeared since the cancellation of his series? Yes. He did appear in Justice League America, as you noted, in a story written by Gerard Jones, who created that version of El Diablo. The Justice League story was a strange tangent that made little sense alongside the original character and tone of his series.
Since then, he has only appeared once, to my knowledge. He appeared in Villains United: Infinite Crisis Special #1. On page 19, he is the guy in the suit from Dos Rios that Oracle talks into coming out of superhero retirement. He's in the background, riding a motorcycle right into a prison riot on page 21. On page 30, in the last panel, he is laying on the ground about to be killed by Jack from the new Royal Flush Gang. Jack even takes the time to compliment him on his "ace costume." Luckily for Sandoval, Jack gets taken out on the next page by, I believe, the prison warden.

Yup. No relation to Rafael Sandoval (which is okay by me, because as big a fan of Jones and Parobeck's series, I'm quite happy for it to just exist as it is).
But no... the new series is related to an earlier DC Character by the same name, an undead Western Hero who appears in the new series.
