When exactly did guys stop wearing those long socks, and start wearing long pants?

I'm thinking circa 1820? Although: I do remember some Rabbis in my old neighbor used to still wear them.

Knickers and long socks were still popular wear for boys and young men as late as the 1940s (which is way I guessed the '50s). They didn't disappear.
Now, if you want to know when long pants began to predominate...um, not a clue, but it can probably be looked up. I'll see.

About the 1790's or so - Check out Beau Brummel, who was one of the major players in popularizing them. "Unmentionables" were quite scandalous in their early days.
long socks are not out of style. Wearing long socks, all the way pulled up with shorts has gone out of style! ;P

Yep, Paul's right here. Hence the term "when he was still in short pants." I was thinking that knickers for young boys kicked it in the mid to late 30s, but I'll not argue with Paul about it.
