Being someone only superficially familiar with the DC Universe (I know the members of the JLA, but that's about it), I've had a tremendous amount of fun trying to identify the characters seen in the full-page panel in which Alan Scott addresses the crowd of heroes before him.

One who eludes me is a grinning blue devil-like figure standing on the far left. If you're looking at Green Arrow, he is just over GA's shoulder, in the 10 o'clocl position. (He's also standing directly behind a character who resembles Marvel's Black Panther.)

Funny thing about this character is that, as soon as I saw him in this panel, it took me back to 20+ years ago, when I was a child. I have a vague recollection of seeing this character standing in a crowd of superheroes once before. I just can't seem to place that shot, nor can I figure out who this character is.

Can anyone assist?

I think you're talking about WildCat.

I'm pretty sure it's Kid Devil, and he appears to be standing behind Wildcat's (Ted Grant) son, Tom Bronson, whose hero name as it happens is also Wildcat. Anyway, Kid Devil is actually red, but I'm guessing he's colored a bluish in that panel to represent shadow.

Yeah, it's a miscolored Kid Devil from the Teen Titans ...

It'll probably get fixed in the hardcover.
