Someone asked Geoff Johns about that at Comic-Con, and I think he said "We all just wanted to see a Batman costume pop out of the ring."

That desire, shared by lots of creators at DC apparently, was then transferred to Bart; Bart thought it would be cool to put a Batman costume in a Flash ring.
