I don't know why Marvel hasn't done this yet, but it's time to create an ultimate line-up to rival the Avengers in every way possible.
DC has the Society of Supervillains. Marvel should have the Masters of Evil.
I'm not talking about the original team of losers (Whirlwind, Black Knight, Living Laser, The Melter, Radioactive Man, Baron Zemo etc).
I'm talking about a functional unit of world class villains unitiing for one purpose, and that's to take down the Avengers and start a supervillain reign the world has never seen.
The team has to be able to match the current Avengers line-up (both teams) man for man.

Stipulations:
-All villains have to be from Earth or currently on Earth.
-They all have to be able to function as a team under their leader's command (eg obviously Red Skull isn't going to be telling Magneto what to do, or vice versa)
-Keep it reasonable. Each villain has to be suited or capable of taking down their assigned Avenger, but no ridiculous one-sided stomps like Juggernaut vs Wasp for example.

Dr Doom (Iron Man)- Doom's really the ultimate foil for Iron Man. He's smarter, has just as much tech and resources, and his armour is pretty much equal in terms of power and defensive capabilities.
Moonstone (Warbird)- Possibly the closest to a equal I could find Ms Marvel when it comes to powerful female villains. She's got strength enough to trade with Hulk, powerful energy attacks and crazy damage resistance. Pretty much the only decent choice I could come up with.
Count Nefaria (Sentry)- Earth's most powerful hero calls for the Earth's most powerful villain (argueably, at least). Nefaria is perhaps the only villain on Earth who can rival Sentry's strength, speed and durabilty. He's basically an evil Superman-rip-off, and the only one capable of trading with Sentry in a physical battle.
Perun (Ares)- The Russian God of the Storm, Perun is an underused and underestimated powerhouse. He's got similar storm powers to Thor, though not as powerful, plus he's the Russian Pantheon's heavy hitter, with Class 100 strength and thousands of years fighting experience. More powerful than Ares, plus more versatile, it would be cool to see the God of War fight for survival against this Russian beserker God.
Sebastian Shaw (Wonderman)- Shaw might start off weaker than Wonderman, but he's crafty enough to goad Wonderman into slugging it out with him, and once Simon unloads on Shaw, Shaw's strength levels go through the roof, and he proceeds to pound Simon into oblivion.
Elektra (Black Widow)- Everything Widow can do, Elektra can do better, and sexier. She's a better fighter, more agile, faster and stronger that Widow, and good enough to dodge Widow's wrist-blasters and counter with her own long range weapons (shuriken, darts, knives etc). Elektra simply outclasses Widow in every way.
Green Goblin (Wasp)- Kind of overkill here, but I wanted Osborn on the team, and it would make for an interesting fight. Wasp may not be slaughtered right off the bat, though. She can grow to 60ft tall or shrink to wasp size, plus her stings are getting quite potent these days. If Osborn is weaponless, Wasp could take it, but as Osborn has gas bombs, sonic bombs and fire bombs, Wasp is in for a world of trouble.
Living Monilith (Yellowjacket)- Not many giant villains getting around these days, but the most powerful of the lot has got to be Living Monolith. The larger he grows, the more powerful he becomes, depending on the energy he absorbs. Pym just isn't strong or powerful enough to compete with Monolith.
Abomination (She-Hulk)- Despite Abomination jobbing to She-Hulk recently (an utter disgrace if you ask me), Abomination should be a top tier threat, considering he's one of the few beings on Earth who can claim a victory over the Hulk in hand to hand combat, and one of the few who regularly give him a challenge. In reality, he should be stomping all sorts of shit out of She-Hulk and just about everyone else the Hulk regularly stomps on.
Apocalypse (Thor)- A mutant demi-god taking on an actual God of Thunder. I'd give my left ball to see this happen in a comic. These two going all out on eachother, with both characters written to their maximum potential (writers consistently downplay or outright forget Apocalypse's actual power levels). I don't care who wins, but I just want to see Apocalypse performing at god-like levels as he should be.
Loki (Dr Strange)- Pretty much the only sorceror/mystical being on Earth who can hold a candle to Strange is Loki. Mordo is a close second, as is Doom, but Loki is a God, and that has to count for something when measuring power levels. I'm pretty sure Strange is much more powerful, but I don't think he's as smart or cunning as Loki, who can find a way to turn the tables on Strange.
Mr Hyde (Luke Cage)- Everything Cage can do, Hyde can do better. Hyde is stronger, more brutal, and more durable. Cage may have a slight advantage in agility and speed, but not by much, and not enough to make a huge difference.
Mr X (Iron Fist)- Both are billionaires, and both are uber-martial artists. Mr X is a serial killer bent on killing the world's greatest combat masters. He's run a train of wreckage through Wolverine and Taskmaster, and has killed dozens of the world's top martial arts masters on his path to becoming the worlds greatest killing machine.
I could have found an opponent more powerful than Iron Fist, as these days IF is considered practically unbeatable on these boards and tough to find a match for, but in choosing Mr X, who's whole gimmick is to be a better fighter than his opponent thanks to his low-level telepathy, I think Mr X could take him out.
The only reason Wolverine managed to beat him was by going feral and not thinking of his next move.
Iron Fist doesn't have the option of "going feral" and making his mind unreadable, so Mr X is gonna do what he did to everyone else and predict IF's every move before he makes it.
Marvel Boy (Spiderman)- Marvel Boy is a beast in combat, and is perhaps the ultimate opponent for Spiderman to fight. He's just as strong, has greater speed (in bursts he calls a "White Run"), comparible agility and reflexes, plus crazy, random powers such as mind-controlling saliva, hair he can solidify to protect his head, finger nails that can extend and cut through almost anything and also imbed themselves into an opponents flesh, detach from the fingers, then explode at MB's mental command.
Add in all these crazy Kree weapons and body armour, and this guy becomes a team wrecking beast that puts Spiderman to shame.
Carnage (Wolverine)- Doom would have thought "Ok, now who can we get to finally end this little beserkers life? How about our very own psycho beserker with a fetish for sharp weapons?" and thus, Carnage is brought in. Wolverine will put up a hell of a fight, but in the end, he gets flayed off the adamantium bones and digested by the savage symbiote.
Taskmaster (Echo)- She's pretty much got the same powers as TM, photographic reflexes/memory, but what she lacks is experience and versatilty. TM has dozens of the world's best fighters, including all the major superheroes and villains with skills, whilst Echo has nowhere near the number of styles memorized. She's basically got Daredevil, Elektra and Hawkeye, while TM has all those plus Cap, Wolverine, Shang Chi, Zaran, Batroc, Punisher etc etc. Plus he has the weapons to match.
Bullseye (Ronin)- Clint is simply outclassed here. Bullseye is a better fighter, and doesn't **** around when it comes to hitting targets. Hawkeye aims to wound, while Bullseye aims to kill. Bullseye is also faster on the draw, IMO.
Lady Deathstrike (Spider-woman)- Drew is a deadwoman in this fight. Deathstrike is faster, stronger, a better fighter, and has a healing factor. One decent slash and Drew is ****ed.

Dr Doom: (Iron Man) After the MA story he gets a group together to attack new york to show his mastery over tony and shield so he plans for New and Mighty.
Hyperion: (warbird) Doom promises to help him recreate his world if he fights warbird.
Mystique : (Sentry) Dr.doom recruits her to screw with sentrys mind.
Neferia : (Ares) he kicks his arse in power and he'd work for doom.
Pagan : (wonderman) brought back from wherever he was by doom he is strong and superduper.
Bullseye : (Black Widow) better than blackwidow and can hurt daredevil by hurting her.
Whirlwind : (Wasp) theres history there aint there.
Doctor Octopus : (Yellowjacket) to docks fighting each other a small guy fighting metal arms.
Titania : (She-Hulk) they fought before and strength level roughly the same.
Gladiator : (Thor) The Shiar want to send a message to earth that they are better than humans so they get there most powerful champion to face the earths greatest defender.
Mandarin: (Dr. Strange) the magic rings Vs. stranges magic.
Absorbing Man : (Luke Cage) works with titania and is super strong and could absorb his bulletproof skin.
Green Goblin : (Iron Fist) both business men should be fun kung-fu kickyboots stuff vs tricks and madness.
Venom: (Spider-man) the stronger version of spiderman and is invisble to his spider-sense.
Sabertooth : (Wolverine) could work for money and stronger than Wolvie.
Taskmaster : (Echo) same power set writes itself.
Elektra : (Ronin) ninja vs ninja.
The wrecker : (Spiderwoman) the re-match from the NA

Crimson Dynamo: (Iron Man) Not that I'm intending him to be the leader, but he should fight Iron Man given their history and their similarity. And besides Iron Man is NOT the leader of the Avengers, Carol is :p
Loki (Ms Marvel) The princess of lies is the only one that could gather such an evil assemblage of villains, and it is fitting that she would "play" against the leader of the Avengers
Count Nefaria (Sentry) Nothing screams "villain power" more than Count Nefaria, could Sentry defeat this villain that moped the floor with the entire Avengers on more than one occasion?
Ymir (Ares) Let us see if the Olympian can defeat the Frost Giant.
Absorbing Man (Wonderman) It'd be nice to see if Simon can actually go up against this behemont of a villain and defeat him like Thor and Sentry have.
Black Widow (Black Widow) Yelena vs Natasha, again and again but this Yelena still has the Super-Adaptoid's powers.
Moses Magnum (Wasp) Could the Wasp fly between the debris created by Magnum's Earthquakes? Could she be fast enough?
Whirlwind (Yellowjacket) He has this weird obsession with Wasp, couldn't he want to kill her on again off again husband?
Titania: (She-Hulk) No doubt, the best She-Hulk villain and most appropiate one
The Destroyer (Thor) The asgardian comtraption created by Odin, which must be powered by a life force. Thor has had problems to defeat this robot in the past, a rematch is always nice to see (Thor is not an Avenger at the moment...)
Enchantress (Dr Strange) Amora has worked with Loki on more than one occasion, could her title of Asgard's Supreme Sorceress be a match for Earth's Sorceror Supreme (by the way he's neither a Might nor a New Avengers anymore)
Ultron (Luke Cage) Unbreakable skin meets Adamantium. Nuff Said
Bullseye: (Iron Fist) Could Danny be faster than Bullseye? I'd like to see that.
Blastaar (Spider-Man) Has Spidey ever gone against the living bomburst? That's a fight I'd like to see.
Ulik the troll (Wolverine) Another long-time ally of Loki. A vicius troll with enough strength to make the Thunder God shudder.
Elektra (Echo) Fighting for the love of Daredevil or because they just don't like each other?
The Wrecking Crew (Ronin) As Hawkeye they beat him up once, could he gets his revenge as Ronin?
Spider-Woman (Spiderwoman) The evil Spider-Woman who was featured in the first issues of Spider-Woman's III title, Charlotte Witters, grandaughter of Madame Web.

the word of the day is "alliance!"
1. Sinthea Schmidt; has branched out on her own and is backed by the nihilist terrorist set
2. Iron Monger/Ezekiel Stane; supported by his Lethal Legion, a collection of tech-based villains (mainly from Iron Man's rogues gallery)
3. The Hood/Parker Robbins; organizing most of the "freaks" (minor-league supervillains who have been physically augment or have internalized powers)
4. Headcase; backed by a new faction of A.I.M
these are my 4 horse"men." this would just be a temporary grouping. Zemo wouldn't think too highly of them, of course. they are just out to do some destroying; to send a clear message to heroes and villains alike that the old days are over and done with.
