Looking for a specific storyline involving Tim Drake...

A friend told me about a story arc he'd read where the Justice League (or some similar group of A-list superheroes) had help from Robin (Tim Drake) in defeating some villain or achieving some task, because at the time Batman was pissed off about the whole mindwipe thing. Apparently the JLA then suggested Tim join the team, which he turns down because he knows all about the mindwiping.

Or something to that effect--does it ring any bells with anyone?

It was Bill Willingham's arc. The team name, I forget, but they were like a paramilitary JLA with a Captain America-like character and a robot soldier. Obviously pretty forgettable, but yeah, it was during Willingham's run. It was right after he introduced Johnny Warlock and Laura.
