Out of tradition I still regard the Penguin as Batman's Number Two villain - is this sentiment considered unusual today? I remember finding it strange 15 years ago when he didn't play a role in Knightfall and five years ago when he didn't appear in Hush (aside from a one-panel flashback), but since then I've simply come to accept that he simply isn't likely to play a role in the Bat-titles unless Batman needs info and doesn't feel like contacting Oracle. I don't know if this series will shift the balance at all, but I'm glad that The Penguin is once again being considered for storylines as a character in his own right.
