I want to get into DC but I'm not clear on the purpose of Final Crisis. Weren't all the other crisis events just a way for DC to retcon/restart the universe? Is this what FC is meant to do? As a new reader, should I just wait for all this to be over with before I jump into books like JSA and GL which I know nothing about?

Morrison said in an interview that it was not that kind of story.
It'll probably change the DCU in some ways, but not do it retroactively.

yeah, which actually kind of makes it the most potent of the three...here's hoping.
i'm excited about Pacheco, but not about the delay between issues 3 and 4. two months? Bah, it's felt like two months waiting for number 2!

You and me both !
Crisis usually does equal retcons.
But I think DC usually only pulls these massive universe changing retcons every decade or so... I imagine we'll get another multiverse retcon eventually, but I'm assuming this isn't it.

Final Crisis is the tailend of a larger story that started in 2004 with Identity Crisis. You can read them separately though. FC is supposed to be self-contained, so while you probably won't get the connections to other stories, you should be okay reading it solo. If you're not interested though I would probably just wait until I start on those books.

Morrison has indicated this isn't meant to be a retcon, just the "ultimate" really damn good story.
