There's been some speculation that Catwoman, assuming they ignore the fact that she's typically not shown as a villain these days (well, except by the writers who like to show her as a snivelling coward--like was recently done in both Salvation Run AND Batman and the Outsiders), could be it.

Me, I think Poison Ivy would be kind of interesting. She's always been best written as only hanging onto sanity by her fingernails, but at the same time she's also been shown to be capable of good deeds too. The balance could be interesting if explored a bit outside the long shadow of the Bat.
