Some Final Crisis article spoilers and who is libra?

I didn't see a who is Libra thread so I threw this with an article I read in comic shop news which states

"Aztek will play a part as will Seven Soldiers Frankenstien, and rarely seen 4th world ally Sunny Summo. Morrison said Libra seemed to fit the story adding that the character has a big secret under his mask"

So any who is Libra, or big secret theories?

Lirbra was a villain from justice league of america #111, in which he tried to steal half of the justice leagues powers using a power stealing device. And in the end, he turned the device on the universe and apparently got absorbed into it. But, something I want to know is why is everyone talking about aztek playing a role? Could someone tell me.

The old Aztek was created to guard against the last of the Third World Gods.

Presumably, the new Aztek would have a similar role.
