When reading the sinestro corps war when should I read the backup stories tales of the sc, the four one shots, the back up from the sinestro corps one shot, and blue beetle #20?

You can just skip the Blue Beetle issue. It has got nothing to do with the plot.
As for the backups, they're all origin stories for various Sinestro Corps members, and take place before the Sinestro Corps War.

well the backup stories are in the books anyway so yeah, as for the one shots I say yes. The Parallax one shows you what happens inside the mind of Kyle that you only catch a glimpse of in GL 24. Plus it has great art.

The Superboy Prime one I say is essential, I really don't get why it wasn't part of the main book, it has the part between his arrival on Earth and his launching at Sodam Yat. Very essential and has one of the best consecutive cinematic panels i've ever seen when he touches the rays of the yellow sun.

The cyborg one I don't even really remember, that's the least essential.

The ION one is an epilogue to Sinestro Corps War not really a part of the story.

Cyborg Superman can be read right before GL #24

Superman-Prime should be read right before GLC #18

Ion is after the end of the war, you decide if you want to read it before or after GLC #19
