I want to travel to Tibet without a travel agent. Is this possible? I can book the flights online from Xian to Lhasa, but I cannot find a way to get the travel permit. One agent said he would get it for us if I get a tour with them in Xian but after arranging tour in Xian, he wanted me to arrange tour in Lhasa as well. Tours in Lhasa are overpriced and I don't like to be submitted to an itinerary. Any help much appreciated.
