Where to go to find a cartoonist?

Hey all. I'm pretty new to the board so if there's a place to post this, please let me know. I'm looking for a cartoonist that's interested in creating an online comic. I know, pretty unique huh, lol. But I do feel my ideas are unique and interesting enough to captivate an audience. I'm not an illustrator. Can anyone point me in a direction to where I can find out more, or are there any cartoonists here that can both illustrate and write?
