Bishop is one of those characters that makes no sense to me. He went back in time by a fluke. Fitzroy created a time portal and Bishop chased him through it with just the gear on his back. Now in Messiah Complex he makes reference to the fact that his ship has advanced technology from the future. When did he get that? Who supplied him with the new cyber arm? And how is he traveling through time?

In terms of his appearance in Cable #1, I think he just waited until that year. He just waited until the tech was available to give him a giant robotic arm.
In reference to his comments in Messiah CompleX about his technology and stuff, I have no idea.

I figured he's able to construct it himself, from memorized or hypnotically implanted schematics. But that's totally my own invention of an explanation. Really, I'm not aware of Marvel having supplied one.

He shops at Big Lots and at Costco a LOT! Sometimes he goes to Sears. And JC Penney's is probably his favorite place to buy underwear.

Besides being a capable fighter, Bishop is technically capable with the high-end technology of his own time period. When Onslaught attacked the Marvel heroes, Bishop was one of the heroes who stayed behind to help Reed whip up some high-tech defenses against Onslaught. Bishop was also capable of understanding some of the more advanced tech that Cable had when they both went to the sunken ruins of Cable's station (and compared notes about the future). He's not merely a grunt.

Actually, Forge just labelled it that as a joke. Bishop was simply done in by his lack of a sense of humour.
