Did anybody get this? Is it any good? And for that matter if anybody did get it can they clear up two things for me:

1. After Ultimates 2 #13 does Thor still rely on his belt and hammer for all of his powers?

2. Why Loki's powers were weakened? The comic didn't give a reason other than implying Odin weakened Loki enough for Thor to defeat him. Since Ultimate Secrets is supposed to be the "offical" handbook of the ultimate universe what did it say?

I have it, so I'll try to help out here.

1. After Ultimates 2 #13 does Thor still rely on his belt and hammer for all of his powers?

It says that his belt (called Megingjaroir) originally only boosted his powers. During Ultimates 2, Loki had altered reality so that Thor's power was entirely transferred into the belt, but Odin rectified that when he freed Thor from his prison cell.

2. Why Loki's powers were weakened? The comic didn't give a reason other than implying Odin weakened Loki enough for Thor to defeat him.

No explicit answer given, though it's implied (or maybe I just think it's implied) that the summoning the Rainbow Bridge played a part in allowing Thor to defeat Loki.

Does it say how much his belt boosted his power? For instance is he only slightly stronger than a human without it? Is it going the mythological root and saying the belt is needed to use the hammer?

So it's offical, Loki was going to kill Thor until Odin intervened since Loki could strip Thor of his powers by forcing him to rely on the belt, immunity to the hammer, and Odin was needed to turn the tide of battle. Am I understanding correctly? (By the way, does it mention if Thor killed Loki or just banished him?)

It only mentions that the belt partially boosted his powers.

No. Though it does say that the hammer is what's responsible for Thor's ability to fly, generate lightning bolts, and teleport.

It says that Loki isn't as strong as Thor, and that he's lost to Thor several times before. Seems to me that the only way Loki could defeat Thor was by altering reality (transferring Thor's power into his belt, trapping him in illusions, etc). Odin simply reversed what Loki had done to Thor.

And the book says that Loki was "apparently slain."
