does anyone like me thinks ultimate apocolypse will have ten horsemen each are the innocent souls killed by sinister

Unlikely for several reasons:

1) I think Kirkman wants to show Apocalypse himself to be the main threat, many original stories show most of the fighting to take place between the x-men and Apocalypse's horsemen making it seem as if Apocalypse is incapable of taking on the x-men himself. Cable also seems to imply that it came down to Prof X needing to fight Apocalypse himself. Apparently in Cables future Apocalypse's minions are robots, which means that either his horsemen died before or shortly after taking over the world or he didn’t have any in the first place.

2) The reason Apocalypse was not introduced earlier could be the same reason they might not include his horsemen is the Ultimate universe's much more secular setting than it's predecessor. (According to this there were only 8 confirmed atheists in the original universes
http://www.adherents.com/lit/comics/Mystique.html) Examples of this are like when Bobby refers to mutants as "the single biggest threat to all those religious groups he represents" refereeing to the guy who was trying to get him to sue the x-men and when Kitty's mother used the term "creationist nonsense" in front of Prof X who didn’t seem to mind at all. And they turned Galactus from a God-Like entity into a swarm of giant robotic bugs. However with the introduction of Loki and God-war shows signs that it is distancing itself from its secular roots. But introducing a being of great power at the command of 4 powerful horsemen would be seen by some to be passing the events of the book of revelation off as true, some people would not like that.

In either case I have seen the covers of issues 90-93 and there is no trace of any horsemen. Either their role is not worthy of being put on the covers or they do not appear at all. Personally I would prefer if it involved a massive battle between an army that was either created/recruited/summoned by Apocalypse sort of like the story of 300.
