Hmm. While what Bill did to the computer software industry was indeed massively evil, one could argue the amount of money he's since given away to charity mitigates... well... at least 10% of the damage he did to the world.

He's given poor Mary and Billy Batson permanent brain damage from being hit over the head on umpteen occasions before they can say, " Shazam " and permanent trauma after they've awakened to find themselves in some insidious deathtrap, so he get's my vote too.
