I wouldn't say these are the ten BEST Spidey villians, just the ones I like the best. Green Goblin should have been higher, and if this list had been made prior to when he came back in the clone saga he would have ben. he's just been a pale shell of himself since then, with too many writers wanting to make him into the Kingpin or Hannibal Lector and most of it hasn't rang true for me.
Swam is an odd one, I just really like the character, dating back to when i first saw him on Spider-man and his Amazing Friends. Yup. I'm old.

lol yea, I've always LOVED Electro for some odd reason. I see I'm the only with Rhino on their list too....
HOWEVER, somehow I forgot about Scorpion! He totally replaces Carnage on my list.

Because, he hit Spider-Man harder than he's ever been hit. Ever. And made his Spider-Sense go off crazier than it ever had before. Ever!
Okay so maybe I thought that whole story was pretty stupid.
My real answer in no particular order, and not necessarily adding up to ten: Erik Larsen-era Sinister Six and Venom, Kraven, Kingpin, Chameleon if only for that one arc Pursuit.

* Chance and Puma were both Spidey-villains when they debuted, but then ended up becoming more grey area "anti-heroes" and sometimes fighting alongside Spidey (or in Chance's case, just disappearing into obscurity). So if we're going with more traditional full-on Spidey-villainy, I'll swap out Chance for Scorpion and Puma for the Chameleon.
** Had Norman never been dug out of his grave at the end of the Clone Saga, he'd rank higher. But his ridiculous overexposure and jarring character makeover into a "scheming mastermind behind everything wrong in Peter's life" since then have soiled him for me somewhat.
*** This is the Harry Osborn/Green Goblin who died in the classic Spectacular Spider-Man #200, mind you, as I refuse to acknowedge the existence of that Harry doppleganger running around in BND.

Look at things this way:Hobgoblin was created as a tribute to Norman but Stern always made him the opposite,smart,cunnig,manipulative the one pulling the strings from the shadows using pawns to do his dirty work(Left Donovan/Ned Leeds)and sane.Norman was insane,liked to get his hands dirty and do everything himself,he didn´t like to wait,look at what he did everytime his memory returned,he immediately went after Peter.
And his best stories since coming back aren´t the ones when he´s being a scheming mastermind,it´s when he goes insane(Death in the Family/Green Goblin´s revenge)
So when he came back he basically took over Hobgoblin´s traits and rendered Kinglsey useless(although before Stern´s Hobgoblin Lives he was pretty much destroyed).
Now we have 2 of the greatest spidey enemies ever with the same role,and it´s funny that both of them are out of the series because no one knows what to do with them and how to use them.

Truth. To use a pair of DC analogies, I always saw Norman as the Joker to Kingsley's Lex Luthor as far as their 'Goblin personas were concerned. That's what made them unique/different from each other. Marvel's attempt to jarringly remold the resurrected Norman into a watered-down MU version of Lex Luthor (or more appropriately, the Wilson Fisk to Pete's Matt Murdock) took away most of Osborn's psychotic menace and made him too similar to Kingsley's Hobgoblin. Interesting that the two of the three best Goblins* are currently being used in non-core Spider-Man books (Norman in Thunderbolts, Kingsley in Spider-Girl). And used pretty well, I might add. Shame that can't be done in the main Spidey books for whatever reason. Apparently we need another Goblin wanna-be in "Menace" instead.
* Harry is, of course, the third of that trio. And he is dead, Joe Q; I don't know who that magical doppleganger calling himself Harry Osborn you dreamed up for BND is supposed to be.

She would have easily made my list, but I felt that she has a longer history of being a 'non-villain' instead. And I like that she changed. In other words, I don't want her to return to villain status (at least not long-term) and enjoyed a lot of her stories when she was not a villain. Placing Black Cat on a list of top ten villains at least implies that I like her more as a villain. I like her as a villain, I just prefer she not revert... and I enjoyed her 'coming over' to the good guys. A definite top ten Spidey character, for certain.

I would have included Kraven, but it occurred to me that the only time I liked the character was in Kraven's Last Hunt. That story alone is almost good enough to have him included in the list.
The Rose also almost made the list. He may have been a joke in later years, but he was a fascinating villain during the De Falco/Frenz Gang War era.
