Quick Question: the Mad Thinker

What is the general consensus as to the chronological order of the F4 arc Think Tank and the UX4 mini, I assume it was the mini then the arc due to Mad Thinker's speech but it's been a while since I'm sure.

The 'Think Tank' arc came out first. I bought both UF4 and the UF4/UXM mini as they came out. We (and the UF4) already knew who Mad Thinker was by the time the mini came out. And it is possible our dear Rhona Burchill died in that mini, right?
