Well, my favorite comic of the year that I enjoyed the Art, characters, Script, fighting, and story the most was:
Avengers Illuminati 5 (Secret Invasion)
The fight was AWESOME
The art was some of the best of the year
Almost all of my favorite characters were involved.
on a side note, Favorite Mini series was the Namor Mini

Thor #3
Iron Man #19
What If? Civil War
I agree, the Sub-Mariner mini was pretty excellent, but Silver Surfer: Requiem was amazing as well.
Astonishing X-Men.
It's hard to pick a single issue as everything in it is simply the best ive read for years..
Whedon makes the characters witty and charming, everything they say sound so in character for me it's scary. I really love the interaction between the cast..i have not been so pleased by a single book for years.
Cassaday's art is exceptional...his panel usage is different from alot of artists and i feel reflects a more movie style approach. They are always clear and you don't have to look at them twice to know whats going on...as much as i love bachalo this is his downfall i feel. The story works so well..no wonder he won IGN's artist of 2007 award.
If i could recommend just 1 book over the past 5 years to show someone the power and enjoyment of comics it would be this. ( with Runaways being a close second ;D)
Plus it simply has some great quotes....for anyone who has read issue #23...

I'm assuming you mean single issue, in which case the GLI/Deadpool Holiday issue.
Tough call.
Illuminati #5 and Thor #3 are my knee jerk reactions.

Nova #3, for me. It handled both sides of the SHRA debate well. It showed some insight into the mind and character of Nova. Plus, it had some nice action and looked pretty. Pretty solid in my book.

Moon Knight #13 was an excellent read, with lots of emotional intensity and fantastic character deconstruction.

all good choices so far. my favs are definitely keith giffen's starlord mini and immortal iron fist... if i had to pick best single issue i probably would agree with bigmike. IIF #7 was amazing...
also i have soft spots in my heart for DD: battlin' jack murdock and NA: illuminati. SS: requiem was good, but i dont think it was quite as amazing as everyone says. i mean, esac ribid's artwork was undeniably beautiful, but too much ponderous mumbo-jumbo for my tastes. still, lotsa good choices this year.

Amazing Spider-Man #545 was very inspiring. :)

For me best issue was:
Max Punisher # 49, the final issue of Widowmaker storyline was so good.
Two other comics that would have been the best if it wasn't for Max Punisher is:
Criminal # 7, Tracy Laweless intro was great.

Hmm difficult.
But and I'm assuming it came out this year, the Winter Soldier: Winter Kills one shot,
if that doesn't count then I'd have to go for the whole WWH X-men mini. Gage got the X-men better than the entire writing team across the franchise currently does.

Moon Knight #13 - What a great way Huston finished up his run on the title and character.
Ultimate Spider-man #112-117 - "Death of the Goblin" was a great story and featured Immonen's first arc on the book. It had great characters and a very suprising ending.

Cable & Deadpool #41 -- "Fractured: Part 2" Our buddies team up one last time and throw Sabretooth's sorry ass into the Pacific Ocean. Fun stuff! (Written by Fabian Nicieza, pencilled by Reilly Brown)
Sensational Spider-Man Annual -- "'Til Death Do Us Part" A great summary of Peter & Mary Jane's marriage. Yes, they were married at one point. (Written by Matt Fraction, pencilled by Salvador Larrocca)
Wolverine #56 -- "The Man in the Pit" Very harrowing and yet off-beat story. (Written by Jason Aaron, pencilled by Howard Chaykin)
Punisher War Journal #4 -- "Small Wake For A Tall Man" Another crazy, off-beat story. (Written by Matt Fraction, pencilled by Mike Deodato)

Best ongoing series was definately between The Immortal Iron Fist and Scalped, but I thought the single best issue of 2007 was Marvel Adventures Hulk #1.
EDIT: Forgot this was Marvel-only. Best Marvel series was Brubaker and Fraction Iron Fist then.

I'd back up that vote for Annihilation #6.
Just about any given issue of Immortal Iron Fist would take 2nd place.

Oooh! Hard, hard, hard...
Can't pick one! But, these come to mind:
Messiah CompleX: Part One I had convinced myself I wasn't going to get this series, I just didn't think my wallet could handle the whole weekly thing. Then I read this issue. And I read it like a billion times in the week it took for Part two to come out.
New Avengers #? The one with Symbiote-Wolverine on the cover? The Hood is sooooo cool. This issue didn't even have the Avengers in it, but it still rocked!
Thor #1-5 This series is so indescribably awesome. Except female Loki. Doesn't change anything except Loki's ability to have a relationship with anyone. Seriously how's he-I mean she supposed to do that? I'm pretty sure Loki was straight before, so is he/she a lesbian now? Or does he-I mean she again AARGH- like men now because he's a she? It's really confusing. Otherwise this series is my favorite series in a looooong time.
