It has been assumed that the Atlanteans the the gZreen Goblin killed were terrorists. Is thier any evidence? Could they not have been their version of a SWAT team going after Nitro? Any evidence to the contrary?

From what the book actually states, all they seemed interested in was chasing after Nitro. That's all Tony's description of them stated in his Civil War files. And that's likely all Namor seemed interested in.
But there was a map that could be intepreted to mean a lot more than that. I wouldn't say it was concrete evidence that they were terrorists, and I certainly don't think it's justification to blow them up, but it certainly allows you to speculate on how broad their agenda was.

At the same time there is a name for a collection of foreign agents who have been hiding out for years waiting to be activated. They may have been after Nitro, but they were a sleeper cell and that alone makes them pretty close to being terrorists.

It doesn't necessarily make them terrorists... but it's definately illegal and a huge potential problem.
I'm not definding the Sleepers, I'm just arguing that we don't know they were necessarily terrorists, and that they didn't deserve to get blown up. Had Stark called in SHIELD or the Avengers to contain them, he would have been more than justified.

Ah -that would make the soldiers who attacked Iraq terrorists then.Strong reasoning.
Explosions are actually quite a good symbol for places Nitro have been seen/used his power.
Does this cell engaging in terrorist activites make any sense from an atlantean viewpoint?

They were stockpiling weapons for a terrorist cell. That was clearly stated on the Namor mini. I don't see how you could spin that as a good thing.

Atlanteans are terrorists, they've attacked the MU plenty of times.
The Mu has attacked them plenty of times also, when did Namor ever attack without provocation.

Do you blame him for having sleeper agents? The United States is right in the middle of his "country".
