When they're fighting the Clor army, Cap says something like "Thor told me that no matter how POWERFUL a mortal is, he would only use about a third of his power/strength against him out of fear of killing the person. These clones may be only a third as powerful but they don't hold back like him and are ruthless".

That's not word for word but it's basicly what he said.

This kind of seems like it's there to kinda elaborate on the whole "In this time and place I'm no longer holding back" comment when Thor was smacking down Iron Man...

Or is it just me..

I think the comment was meant as saying that they were pretty much dealing with a Thor threat level(Thor would fight as 1/3rd his potential strength, the clones were 1/3 the strength of Thor).

Right right I get that, but that would also make sense with what Thor said to Tony when he beat him up. Becuase everyone argued about that comment like "Oh so Thors been holding back this whole time for 40 years????" etc. And this kind of supports that view...like he has been..

Pretty much. The line is more or less a writer's way at injecting that feeling of awe in the reader right after Thor does something huge.

*Thor smashes huge object in one hit.*

"Blah blah, I just never tried before, except for all those other times I said I never tried before"

Two posssible explanations:
1. Iron Man is more than a person aka street level heroes.
2. Thor doesn't really mean it. He boasts it just for fear factor.

Um, didn't Thor ALREADY mention in the Avengers that he always held back in most situations?

He doesn't hold back when fighting/tussling with Hercules or Hulk but other than those guys and a few others, against most Earth-based villains, Thor reigns it in.
