I think it'll be Winter Soldier, but Hawkeye would rock. If it's Tony, Brubaker just lost my respect.

The zombie arm was a hoot (seems a bit outlandish for this series, but whatever).
As to the identity of the new Cap, I tend to discount anyone who isn't already a presence in this series, and Union Jack, so it's the Skull, Bucky, or Iron Man (and latter already has his own series, on top of all the other reasons why it wouldn't be him, so I discount him too).

Considering the new Cap is using Union Jack's choice in weapons (plus the shield) and that his modern popularity is due to his appearances during Brubaker's run on Captain America, (and the Gage mini) I'm not so sure that Joey can be ruled out as a choice.
Bucky just seems too obvious. I'm intrigued by the idea of Red Skull taking over. But what would his endgame be? To represent Cap as a murderous, white supremacist?

Up is down, white is black. Iron Man runs SHIELD, Bucky's alive, Ghost Rider's an angel and Wolverine's in a team of Avengers led by Luke Cage.
Anything is possible in Marvel right now. Discount nothing.

You forgot to mention that the USAgent is in the Canadian Omega Flight. :)
So, yeah- it would be something like Captain Britain taking on the mantle of Red Guardian, but sadly might not be out of the realm of something that would go on in today's MU.

I have two guesses. One is the obvious choice, "The Winter Soldier".
As for all the other faces on that teaser poster. I just can't see it happening. US Agent, already been done. Red Skull, hasn't this been done too? Hawkeye, didn't he already turn down the job? Iron Man, highly doubt that, he's got alot coming up soon w/ Secret Invasion, but I will say if it is, can you imagine the talkback threads!! Union Jack, I know he's seen some upswing in his popularity, but I don't think he'll get the same excitement as any of the others from the general readers. Especially those that haven't been following this title, and are simply jumping on to find out who the new Cap is.
Ok, as for my second guess, I'm going w/ someone who isn't even on that cover but has been around in this book for awhile, just not in the picture of recent, but always mentioned:
NICK FURY!! Complete w/ new eye. What do you think he's been workin' on all this time away!!

I don't really think Bucky has the stature to be Captain America. Isn't he only like 5'9"?
I'd prefer to see the Falcon or, better yet, Luke Cage as the new Captain America. That would be bad ass IMO.

Luke not so much, 'cause I love him right where he is now, but Falcon would be great.

Fury is a cool option and can also explain the side arm and even though he is an old "warhorse" like Cap he's not stuck with the old school mentality.
I do wish that if it HAS to be one of them it should be Hawkeye, with all the training he had under Cap I would think he's about the only one that could move like him.

My money is on Hawkeye.
But since he held the shield I don't know what has happened to him.
