What is the best super villain group in Marvel history, which one is the worst?

Best: Masters of Evil IV, the Sinister Six is always fun as well.

Worst: The Headmen, I can't believe these losers were reoccuring threat to the Defenders. The Frightful Four, how is Paste Pot Pete a threat to any of the FF?

Two of my favorite super-villian groups are Zodiac and the U-Foes. I sort of liked the Headmen. They actually made sense as a group.

Masters of Evil VI? I always get them confused with Chicago VI, Chicago VII, and Chicago VIII. Okay, seriously, if they were such a great team of villains, why did so many of them become heroes as the Thunderbolts? What exactly is your criteria for best and worst villain groups? Teamwork? Power? Impressive feats? Number of appearances?

The Headmen were pretty unimpressive by most counts, I agree. But it's hard to take the Frightful Four too seriously. One of their founding members is Paste Pot Pete, and they seem to always be looking for a fourth member. At least two of their former members are now heroes, and Sandman even joined the Avengers for a short time before turning evil again.

I'm going to call this one before Nyssane (sorry), but I absolutely love the Serpenct Society. Neat concept, usually well executed, wonderful aesthetics.

Worst....maybe the Circus of Crime.
