Penance/Speedball and Nitro are the two most hated people in America. It isn't unusual that Paul Jenkins wants to put these two people together, sometime, and see what happens.
In this issue, Penance initiates his plan. He dupes Stark into protecting all the Nuclear installation in the 48 states, until Penance arrives at one installation. Then Stark sends off the TBolts in the Milenium Falcon troop carrier, to take down Penance, but he isn't where they think he is. He has a mild skirmish with Wolverine, who tries to find out why Penance is doing this, but Penance still says nothing. It seems that all this elaborate launch codes drama is just so Penance can steal the Milennium Falcon, so he can fly to Latveria and ask to see Nitro in person, if Doctor Doom would be so kind.
Supposedly, at the end of the Submariner arc, something happens and Namor hands Nitro over to Doom, for some reason. Now why would Doom want Nitro? And what contingency did Namor have, in his battle with the US Navy, that included a deal with Doctor Doom? That's more intrigueing to me than the actual point to Penances obsession with Nitro, at the moment.

I'll probably get the trade for this, but why the hell would Wolverine be in this except to sell more books. Does his appearance bring anything to the story?

Yeah, mostly to provide the exposition that he'd already dealt with Nitro, but had to let him go.

I really enjoyed this book, for the 3rd week running.
I swear I must be the only person who likes Penance as a character.

I've actually really enjoyed this mini. I can't believe I'm saying it!:p
I like the art too and it seems pretty well paced. In the age of horrible decompression, it's nice to read something that feels like it's unfolding with good timing.

You are, and if you'd kindly provide your name and address, we'll begin the institutionalization process ASAP, with as many taserings as you'd like!

I have loved this series since the beginning. That being said, I have a couple of gripes.
1) Couldn't this have been done in Thunderbolts? I know Marvel wants my extra 3 bucks a month, but I feel this should be a secondary arc in the series he is in.
2) Wolverine. Is this 1992 again?

I might get this in a trade. This story shoukld have just been in Thunderbolts. BTW anyone else pissed at all these stupid one-shots they keep throwing at us? There were two 'Bolts titles out on Wed. and none was even the real book. What a waste, this is why I dropped the title. Also I must say I do not like Robot Master run-around like a panzy all issue#2 and practically soiling himself this issue when mentioning Penance threats to kill him. He's just a head on a robot body, one would think he'd beg for death after that. He should really be a more powerful villain imo. After seeing issue#2 I was hoping Penance would whack him in #3.

I'm slowly warming up to him and enjoying his appearances when Warren Ellis is writing him.
Other than that, he's pretty disposable to me when guys like Jenkins are trying to make him look like some real rebel badass.

If he is written correctly (like in this series), he is a hell of a lot of fun to read. I loved the countdown sequence in this issue. "Thanks for the plane", haha.
