may be cool to see him interact with them

It's about legacy for the heroes of the All-Star Squadron and JSA. Nightwing isn't qualified for membership.
No. Nightwing has never worked in a team setting outside of the Titans.

Except when he was leading the Outsiders. Been in the JLA too, IIRC. Obsidian Age, I think.

While it would be cool to see Nightwing in JSA, I don't think he's a good fit for the book. Sure, JSA is about legacy characters, but it's more about the old guard JSA members training the legacy characters and teaching them how to be heroes.
Nightwing doesn't really need training, and he certainly doesn't need to learn how to be a hero. So he'd need to be the teacher, a role that is more than adequately covered by Green Lantern, Flash and Wildcat.

Not the worse idea I ever heard.
Has a very Earth-2 feel (with E2 Robin being in JSA) to it.
Nightwing / Flash (Wally) show make guess appearances as "legacy done good". The bridge between the youngsters and the vets.

Nope, Nightwing is his own character and should be considered as near Top Tier like the big 7. IF he is not a member of the JLA then he should be in other teams as a leader. Right now, the only team I can accept him in besides the JLA is the Titans because that is his family team.
But I do like the idea of the legacy Bat-character in the JSA and I really believe that this is one of the few places that Jason Todd as Red Robin might fit in.

Thinking about it, I'd reckon he'd fit right in in in the JSA.
They've already got one from each of the major 'families'. They have a Green Lantern, Flash, a Wionder Woman (well, had), and a Superman-legacy. It seems appropriate that they get someone from the Bat-family as well, and that coul only be Nightwing or Huntress, who already is on another team.

i don't think Nightwing should be member of the JSA. There are other teams (titans, outsiders) for him.

maybe they can bring azrael and spoiler back from the dead and put them in the JSA.
