I'm not sure if it was "Batman" or "Detective", time frame was around 1982-1984, Neal Adams may have been the artist.
What I remember about the story: Batman fighting another guy in a bat costume. at first the guy had glasses and a beard i think, then he's in a batman costume. Owlman maybe?

Sounds more like Hugo Strange to me. It wouldn't be Adams on the art, though. I have no idea the issue numbers. Anybody?

The cover had the guy's face taking up the whole cover and reflections on his glasses of the Batmen fighting. Who is Hugo Strange and what's his story?
The story was "Prey," in [i]Legends of the Dark Knight. The character is indeed Hugo Strange. Don't know if this is the cover to the trade, though.

That's the guy, different cover though, who is he? I don't know the Bat-rogues too well.

I assume this is the story you were referring to.
As for the character well he is one of my favourite Bat-Villains just because hes not used much so it always feel special when he does turn up.
He returned in the 1970s during the "Strange Apparations" story arc. Having survived his earlier "death," Strange is running a private hospital for Gotham City's wealthiest citizens — where he holds them for ransom. When Bruce Wayne checks into the hospital to recover discreetly from radiation burns he received as Batman, Strange discovers Batman's secret identity and attempts to auction the knowledge off to Gotham's top villains. Mafia boss Rupert Thorne tries to torture the information out of him, but apparently ends up killing Strange before he can learn the secret he holds.
As revealed in Batman 356 (Feb. 1983) Strange had not really been killed - he had used yoga methods to slow his heartbeat to an undetectable level.
Strange plots his revenge against Thorne and Batman. Strange creates a 'ghost' which haunts Thorne until he turns himself in to authorities. Through the use of drugs and robots Strange attempts to weaken Bruce Wayne before usurping him in the role of Batman. After failing Strange apparently dies when he blows up a replica Wayne Manor.

Prey was a Year One-type retelling of Batman first meeting Strange. Strange does wear a Batman costume in the story. It's by Doug Moench and Paul Gulacy.
It's actually read like a Year One sequel, stylistically and in terms of content.

That's the book!!! I'm going to get it again and read more into this guy, he sounds cool. So he hasn't been seen since this story then huh? Batman could always use a villian with a grudge to make a return. All I can remember about this issue was that it was one of my favorites growing up, until my mom threw it out.

The Gotham Knights story was quite good; one of Devin Grayson's best, IMO.
