It's a revolving door at this point, with people either being kept at Thunderbolts Mountain tied up in legal paperwork, or being sent to the Initiative for training at random, turned loose against the Hulk during WWH, or at large after Civil War #7 when they were all cut loose by Cap and crew.

So who's still in lockup in 42, anyway?

It's kind of funny how such a big plot element and prison setting just fell by the wayside post Civil War. I'm guessing that 42 is just going to be another prison added to their many types of prisons outside of the Ant-Hill (in She Hulk), Raft, Riker's Island, and the Vault.

A good point. It's funny- they got rid of the Vault because it was a running joke of breakouts and revolving doors, but nothing else they came up with ever really seemed to take (Seagate, Riker's, the Ant-Farm, etc.).

Then they come up with 42, which was supposed to be the final line, and there either doesn't seem to be anyone of importance in there, or else they're getting out all the time.

Frankly, I think they shouldn't even bother trying to come up with a "perfect" prison, since by definition, if they keep the super-villains locked up, then their whole superhero world will be unnecessary.

They should bring back the Vault, which had the advantage of being a cool name and a solid history, and just accept that there are going to be breakouts and things all the time and not worry about realism.

agreed, I'm not a fan of frequent breakouts, but it's always cool to see conspiracies where corruption takes control and allows a random breakout or whatever storyline they want. I'm not a big fan of those seemingly every five years massive breakouts where everyone and his brother breaks out.
