In the last couple pages (in the epilogue) of JLA One Million there is a panel showing Barda sparring with Zauriel and she says something about knowing his secret and is he going to tell everyone else or something to that effect.
What is Barda referring to?

Can Vandal Savage be killed by a nuke?

When he was shot in the eye with Arsenal's arrow in the present day, why didn't that eye regenerate over time?

The coming of Mageddon. Read JLA: World War 3 for more details. I don't wanna spoil it for you. But it pays off everything Grant was building towards from the start of the series. Before that even, since the JLA: A Midsummer's Nightmare mini.

Well Vandal Savage doesn't really regenerate, his blood has an x-factor that only his decendants have. He usually uses their body parts to replace ones from his body.

The only thing that I could think of off-hand was that they wanted to bridge the present-day and future Savages (through the story). And I'm sure that the nuke in the end killed him, being that he's not invincible.

Yeah. He was later shown having replaced that eye, so we can simply assume he loses it again sometime in the future.
