Even more than the DCU, I think Marvel's "616" is filled with ongoing characters who work for the U.S. and/or World government. I'm qualifying those two levels so organizations like SHIELD can be included, but so we aren't weighed down by folks like Black Panther or Doom, or folks like that. The key here is that U.S. or World government, they have to have some kind of authority/responsibility within the Marvel United States.
I wonder if anyone's even compiled a list of those characters. If not, I wonder if we can.
To make it manageable, I think people currently working for the Initiative should only qualify if they've been seen in previous government service.
I think it might also be interesting to note which/how many of the characters are generally portrayed as corrupt.
