Currently, the Monitors (save Bob) are working to eradicate all Multiversal anomalies, including people who are on the wrong Earth and those who should be dead. Power Girl's origin, and one shot of Earth-2, declare her as a member of that Earth. Why isn't she considered a problem? Why are some "should be dead" characters like the Challengers of the Unknown not being targeted?

Perhaps I just missed something somewhere.

But it leads me to an interesting question. What is the Monitors' Criteria? And what do they consider a priority threat?

I don't think the Challengers count; they're not dead due to a fluke of fate and/or the benevolence of Death.

Jason Todd is considered a problem because he's only alive due to a ill-understood cosmic anomaly created by Superboy-Prime, another anomaly from Earth Prime, a parallel universe that may or may not currently exist.

It is possible that the Monitors might be gunning for other temporal anomaly characters like Booster Gold, Green Arrow (brought back by Parallax), etc.

The Challs are a group of unpowered Heroes who, after surviving a plane crash that they should not have survived, decided to use their talents (one of them was a great scientist, one was a athlete, one was a great pilot/daredevil etc. etc.) for good. They were created by Jack Kirby during his first DC stint and are in many ways the prototype for the Fantastic Four, at least as far as the "group of survivors of an accident wear matching uniforms and fight sci-fi evils" part is concerned.

Read DC: New Frontier if you want to see more about them (and many of the other unpowered heroes of the DCU that were created in the 50's).

If the Monitors want some fun, they should take on the Spectre who is from Earth 2 of pre-COIE.

Once turned into round steak and run through an ectoplasmic meat grinder, they might stop messing around.

Of course, there are multiple Spectres around. There's one on the Kingdom Come Earth.

The thing is though we were told, around the time of Jason's resurection, that he was never meant to do and Superboy-Prime restored things to how it should be. So we have Jason Todd as being an anomoly in thie world for coming back to life Vs Jason Todd being in New Earth and putting things back to the way things should have been. Confusing.

I guess the Monitors feel differently about Todd being alive, but they're looking at this from their perspective (which isn't necessarily the correct one).

Whether it's the Monitors, the Linear Men, Alexander Luthor, Immortus or whatever, in the world of comics, there's always somebody trying to "fix what isn't broken" based on their overview of the world.
