The problem isn't that taxes are too low. It's that maintaining bridges isn't a sexy thing to show off to your constituents. They would rather build new bridges and roads that aren't needed (remember the bridge to nowhere in Alaska). There is plenty of money around to take care of what we have now the only problem is that doesn't bring in votes like buildling new stuff. Also the Bush tax cuts brought in more tax revenue to the government.
