Coup De Tat is supposed to have Jim Lee on art chores, would you say that this mini is worth getting for the art as well as the story?

Artwise, no, but then again I don't regard Lee's art as being anywhere near Hitch's in terms of quality, let Frank Quitely's.

I didn't read the entire crossover, so I can't speak to the story.

The story was pretty innovative, which is to be expected, considering which WSU character was behind the whole thing.
