Was it ever explained how She-Hulk got her powers back for World War Hulk ? :(

Samson mentions in issue two that Iron Man gave them back to her sometime between dropping her off in IH 106 and WWH 1; why isn't clear, but presumably to assist with the evacuation of New York (Samson states they don't know what side she's really on).

We also already know Stark takes them away again, from what we've already seen of post-WWH She-Hulk (in She-Hulk issue #19). And since Slott is as much "in the know" on WWH as any writer, we can probably take that to the bank.
