Here's something that just struck me.. Instead of bringing back Steve Rogers, or having Winter Soldier take up the mantle, or even retiring the identity entirely...
...Why not have Captain America become the american everyman?
Here's the set-up I was thinking... Average people throughout the USA get a visit from a weird old guy with an eyepatch, who says he's been watching them, and makes them an offer.. He hands them a box with a Cap costume and a steel Shield, no conditions, no questions asked, then disappears.
Now, these people would be selected completly at random.. some would be soldiers or cops, others would be doctors or engineers, and some would be high school teachers or bus drivers. None of them would be what one would call a Real Super-Soldier, but that in itself would be unimportant. What would be important is what they decided to use the costumes for. The soldier might decide to pick up where Cap left off and fight some Hydra guys. The teacher might just wear the costume to straighten up some of his delinquent students. The doctor might wear the costume to confront a professional rival at work. Each story would be different.
The point of the stories would be, "What would you do if you were Captain America?"
