Just finished reading my ever increasing back load of stuff, so apologies for the lateness of this question.
I'm one to constantly get confused about DC continuity, and the events in this issue has added to the confusion.
So here's the question:
How do Batman and Green Lantern remember Barry Allen?
If Batman remembers Barry dying during COIE, then he must remember COIE!
Does this mean that the heros that were around then remember all the events that happened during that monumental event? (ie. The Multiverse, Antimonitor, death of a Supergirl etc.)

The same way Superman suddenly remembers the pre-Crisis Legion despite being out of continuity for the last two decades.

Batman and Green Lantern remembered Barry even before Infinite Crisis. They formed the League with him, knew Wally when he was just a teen as Kid Flash in the Teen Titans, and watched him grow up to take his uncle's place one day. In their minds, the original Crisis happened, but all they remember was a horrible alien threat attacking their Earth. They didn't remember the multiverse until Infinite Crisis. Now they remember all of it.

the last that batman saw of barry was when he appeared then disappeared in gotham in crisis #8...so he could remember that barry disappeared but not remember the actual crisis

I think that's pretty accurate.
interesting thing to note. In War of Gods #4, Batman is talking to Tim who mentions how he has never dealt with this kind of end of the world thing before. Batman responds:
"I have. More times than I care to remember. The red skies, that feeling of oblivion peeping over the horizon. Its all too damm familar."
That quote seems to me like a reference to Crisis.

Who's 'they' and how much of 'all' do they remember?
I don't think they remember all of but they do remember some precrisis history.

There has been a post-Crisis version of the Crisis depicted in several books since then. Notably the JLA In Crisis Secret Files and Origins.
As for everybody remembering everything, while that was thrown around a lot before IC, I don't think that's accurate now. We haven't seen much in the actual books to suggest that, other than Power Girl remembering her past. But everybody else might only have been filled in by PG, thus it's more an intellectual knowledge and not memories. And she certainly wouldn't have time to tell everybody everything.

Everyone remembers some of COIE. They just remember it as the Anti-Monitor attacking the (single) positive-matter universe instead of attacking infinite universes.
Also, the last 2(?) issues of COIE take place in the combined "post-Crisis" universe, so people should remember everything from those issues. Some characters (those who were present at the battle at the dawn of time) still remembered the pre-COIE histories at first, but those memories faded and were replaced with memories of the new history.
Barry was never retconned out of existence, so people remember him, and they remember him dying during the "Crisis of the Anti-Monitor" (I wish I could remember where that phrase was used). But they don't remember the Earth-1 Supergirl, or her death.
