Ninja Scroll is the best in overall quality. Street Fighter II: The Animated Movie has quite impressive animation and good soundtrack(s) (make sure to get the DVD that allows you to watch it with either the American or Japanese tracks). I haven't seen the Fist of the North Star film, but I've watched the series and thought it sucked.
