Bruce Banner seems to be lost in the WWH equation. He was for the exile, but he didn't seem to have much of a problem with what Hulk did on Sakaar when we finally saw him meet Caiera.
Most of the time Banner is in conflict with The Hulk but what if that is not the case here? What if Banner is on Hulk's side in this storyline? What if he wants Hulk to make them pay?

Then the Illuminati are really screwed, because Banner is the "strongest one there is" in terms of the will power that is controlling the Hulk and keeping hiim in check. If Banner is fully behind the Hulk's endeavors, then there is very very little that can stop the Hulk, and the Hulk has access to Banner's considerable intellect above his own might.

Oh, he's DEFINITELY on Hulk's side. Pak already said that, for example, Reed is a big target because Hulk feels so betrayed because he considered Reed on of his peers and most trusted friends as a fellow SCIENTIST. That's BANNER right there. Not only that, by letting himself be revealed to Caiera, Banner proved he was supporting the Hulk on his decision to be emperor. I think Banner is pretty much as angry as the Hulk when it comes to the Illuminati, and he may be whispering the Hulk on the various targets he should smash.
